If you don't plan on reusing them, take a block and a hammer and knock them out from the inside.

Yes. Or take a razor blade or other sharp instrument and cut through the rubber under the lip to the rim.

This screws onto the valve stem and prys it out. Alternatively, you can cut it off.

Can I even re-use it? I looked online, they'll run me less than $20 for a set of 4.
